Asters contributed to the development of the bill to establish a basis for public-private cooperation in the field of cybersecurity

On 24 October 2025, the Parliament of Ukraine registered bill No. 14150 "On Public-Private Cooperation in the Field of Cybersecurity" (the Bill).

The development of the Bill was preceded by research into issues requiring resolution at the legislative level and a series of discussions on the results of this research with both the private sector (including members of the IT Ukraine Association, the European Business Association, the American Chamber of Commerce in Ukraine) and representatives of the public sector (the State Service for Special Communications and Information Protection of Ukraine, the Ministry of Defence of Ukraine, the Security Service of Ukraine, the National Bank of Ukraine, the National Police of Ukraine, and other subjects ensuring cybersecurity in Ukraine).

The main objectives of the Bill are to:

• create a regulatory framework for cooperation between interested parties from the public and private sectors in the field of cybersecurity, distinguishing it from other types of relations
• establish the principles, directions and legal forms of such cooperation
• define the tasks and powers of state participants throughout the project implementation life cycle in such cooperation
• determine principles for involving private participants and guarantees of their rights
• specify provisions on information protection when implementing projects in public-private cooperation in the field of cybersecurity

The Bill is structured as a universal legal mechanism that can be applied by state and private participants to various areas of cooperation in the field of cybersecurity.

To make sure public-private cybersecurity projects are predictable and transparent, one of the main tasks for state participants is to plan projects and communicate at every stage of their life cycle, starting with developing and approving program-targeted documents.
