E-Reservation through the Portal Diia has been launched

On 17 July 2024, reservation of persons liable for military service via the "Diia" was launched to speed up and automate the procedure. The application is expected to be processed within one day.

Legislative basis for the e-reservation procedure through the Portal Diia

The regulatory framework for the launch of electronic reservation through the Portal Diia is established based on the Resolution of Ministers of Ukraine dated 5 June 2024, No. 650, which approved the Procedure for Reservation of Persons Liable for Military Service during Martial Law using the Unified State Web Portal of Electronic Services (hereinafter referred to as “Portal Diia”) and introduced a new edition of the of Persons Liable for Military Service during Martial Law, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 27 January 2023, No. 76.

Categories of Persons Liable for Military Service that can be reserved through the Portal Diia

Persons Liable for Military Service who work or serve in the following can be reserved through the Portal Diia:

  • in public authorities, other state bodies, local self-government bodies (hereinafter referred to as “state bodies”)
  • at enterprises, institutions and organizations that are critically important for meeting the needs of the Armed Forces and other military formations during a special period (hereinafter referred to as “enterprises”)
  • at enterprises, institutions and organizations that are critically important for the functioning of the economy and ensuring the livelihood of the population during the special period (hereinafter referred to as “institutions”)

E-reservation procedure through the Portal Diia

To reserve persons liable for military service through the Diia Portal, the Ministry of Economy forms and maintains a Unified List of state authorities, other state bodies, local self-government bodies, enterprises, institutions, and organizations for the reservation of persons liable for military service (hereinafter referred to as the Unified List). The Ministry of Economy includes state bodies in the Unified List. The respective state body includes enterprises and institutions in the Unified List.

The Unified List contains the full name, the USREOU code, as well as the surname, first name, and patronymic (if available) of the head of the state body, enterprise, or institution submitting the lists of persons liable for military service proposed for reservation during mobilization and martial law (hereinafter referred to as the lists).

The Head of a State Authority, Enterprise, or Institution (included in the Unified List) or a person authorized by them after identification and authentication on the Portal Diia form the lists.

During the formation of the list, the following information is obtained via electronic information interaction from the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists (hereinafter referred to as the “Register of Persons Liable for Military Service”):

  • the total number of persons liable for military service in the state authority, enterprise, or institution, which is formed based on data from the register of insured persons of the State Register of Compulsory State Social Insurance
  • the total number of persons liable for military service in the state authority, enterprise, or institution who have been granted a deferment and who have been transferred to special military record.

The list includes information about the state authority, enterprise, institution (full name and location; code according to the USREOU) and about the person liable for military (surname, given name, patronymic (if available); registration number of the taxpayer’s account card or series (if available) and passport number of the citizen of Ukraine; term of deferment).

The list is formed using the Portal Diia by applying the qualified electronic signature or an advanced electronic signature of the head of the state authority, enterprise, institution, or a person authorized by him.

The formed list is verified using the register of persons liable for military service (“Oberih”) to check the presence of the person in the mentioned register. Additionally, verification is conducted regarding the person`s liable for military services employment relationship with the respective state authority, enterprise, or institution.

Results of Electronic Reservation through the Portal Diia

If the list submitted through the Portal Diia is verified positively, the Register of Persons Liable for Military Service automatically transfers the person liable for military service to the special military record for the duration of the deferment. From the moment the person liable for military service is transferred to the special military record, he / she is considered reserved and granted a deferment.

Additionally, information about the deferment from conscription during mobilization (reservation) is reflected in the electronic military registration document (in the “Reserve+” app).

Moreover, at the electronic request of the employee submitted through the Portal Diia, an extract on the reservation of the person liable for military service can be generated, which is a document confirming the granting of a deferment to a person liable for military service. Such an extract is generated in electronic form through the Portal Diia in a free form and sent through the Portal Diia to the user’s electronic cabinet. The extract must contain a unique electronic identifier (QR code) which is generated automatically. The verification of the extract is conducted using electronic devices by scanning the unique electronic identifier (QR code), which ensures data verification in the Register of Persons Liable for Military Service.

In the case of a negative decision regarding the reservation, the head of the respective state authority, enterprise, or institution is informed through the Portal Diia. In particular, a person liable for military service is not subject to reservation if:

  • there is no information about the person liable for military service in the Register of Persons Liable for Military Service
  • there is no information in the Register of Persons Liable for Military Service about the person’s, liable for military service employment relationship with the state authority, enterprise, or institution
