Changes to powers of military offices

On 7 April 2023, the Cabinet of Ministers of Ukraine issued Resolution No. 318 which amends the effective Regulation on territorial recruitment and social support centres (the ''Military Offices''). In particular, the changes address the following aspects:

  1. Military Offices are now allowed to carry out notification and conscription measures of citizens for military service during the mobilization period and the special period, regardless of the location of the Military Office that keeps military records of the person. This means that, from now on, military bound individuals could be served a conscription notice in any territory of Ukraine, regardless of the city of their residence and the Military Office that keeps military records of the person. Therefore, provided the conscription notice was delivered properly, such conscripts will have to appear at the Military Office indicated in the notice, which may not coincide with the place of their military registration.
  2. The head of the Military Office shall be responsible for the implementation of notification measures and the conscription of citizens for military service under the order of mobilization deployment determined by the Ministry of Defence and the General Staff of the Armed Forces.
  3. The authority of Military Offices to participate in the preparation and execution of territorial defence tasks within the relevant territorial defence zone is removed.
