Ukraine introduces special duties on Russian goods

On May 15, 2019, the Ukraine Government announced introduction of special duties on imports of Russian goods – a mirror measure in response to Russia’s discriminatory actions, the Prime Minister of Ukraine Volodymyr Groysman said. 

The draft decision suggests levying the following additional import duties starting from August 1, 2019:

  • 25% – on goods falling within groups 1-24 of the UKTZED code (which substantively corresponds to the HS code classification); 
  • 5% – on goods falling within groups 25-97 of UKTZED, excluding strategically important imports such as coal, fuel, oil, gas, etc. under 2701, 2702, 2704 00, 2710 12 11 10-2710 12 25 00, 2710 12 41 – 2710 12 49, 2711 12, 2711 13, 2711 19 00 00, and 3001-3004;
  • 2% – on goods falling within 2710 19 43 00-2710 19 48 00 UKTZED with the aggregated tonnage of 2,500 thousand tons per year (imports exceeding this quota will be subject to the 25% duty). 

The decision is pending publication to come into effect, which is expected in the coming days.
