Roman Stepanenko is a Co-Chair of Chamber Infrastructure Committee

Asters' Partner Roman Stepanenko has been elected as Co-Chair of the Infrastructure Committee of the American Chamber of Commerce in Ukraine (the Chamber).

Roman has over 20 years of experience advising on financial regulation and debt financing, including capital markets instruments. He also has significant expertise in structuring and supporting public-private partnership projects, both for large-scale infrastructure initiatives and for projects of regional and social importance.

In his new term as Co-Chair, Roman plans to:

  • support Ukraine’s infrastructure recovery while helping create practical conditions for sustained private investment across key sectors, including transport, energy, logistics, and social infrastructure
  • strengthen the Committee’s role as an effective platform for dialogue between business, government, and international partners, ensuring that reconstruction efforts translate into well-structured, bankable projects in which AmCham members can actively participate.
  • improve the investment environment amid ongoing security risks by promoting practical tools to mitigate war-related risks for investors and creditors and by encouraging policy discussions aimed at strengthening Ukraine’s regulatory and institutional framework for infrastructure development
  • advance dialogue on public-private partnerships and other project finance-based models as key instruments for mobilising private capital and expertise

The Chamber Infrastructure Committee has been established to define transparent and beneficial mechanisms of interaction and cooperation for the participants of economic activity in infrastructure sphere and for the state in general.
