Asters' Senior Partner Armen Khachaturyan Speaks on the Development of Ukrainian Legislation in 2010 at the UBA III Annual In-House Lawyers Conference
Asters' Senior Partner Armen Khachaturyan acted as a moderator of the panel "Monitoring of the Legislation" and made a presentation "Legislative prospects or what to expect in 2010" at the Ukrainian Bar Association III Annual In-House Lawyers Conference held at Radisson SAS, Kyiv on 23 April 2010.

The first panel opened by the speech of Armen Khachaturyan was dedicated to current issues and prospects of legislative developments, in particular regarding the bills pending a reading at the Ukrainian Parliament in 2010. In his presentation Mr. Khachaturyan particularly focused on new legislative acts and amendments to already existing legislation, specifically in the area of corporate law. Thus, while commenting on the draft law "On Limited Liability Companies", he analyzed the proposed new regulation in the corporate management, participants' and officers' liability, execution of transactions, corporate statutory regulations, and issuance of corporate securities. When reviewing possible amendments to the Law "On Joint Stock Companies", he highlighted its deficiencies and the most critical issues requiring immediate amendments. In the framework of the legal analysis of the law draft "On Insolvency" the attention of participants was brought to recent proposals with respect to the current laws on bankruptcy proceedings.

Participants in the panel "Monitoring of the Legislation" moderated by Armen Khachaturyan also discussed recent trends in the development of public-private partnership and the practical issues of joint stock companies' operation in the transition period to a new legal regime. All of the discussed subjects animated the participants to engage in a lively discussion.

The program of the III Annual Conference was developed to reflect the daily routine of in-house lawyers who carry out legal monitoring, analysis and scheduling their work, including management of the legal departments of their companies. The event attracted wide interest from Ukrainian in-house lawyers and practitioners from law firms.
