Asters Counsel Anzhelika Livitska participated in the expert consultations on urban planning reform in Ukraine. The Ministry for Communities, Territories and Infrastructure Development of Ukraine has initiated a series of consultations involving leading construction experts and representatives of local communities.
The main objective of the consultations is to gather proposals from all stakeholders involved in the reform and to develop a common vision for the legal framework of the reform. During the meetings, participants will discuss the following topics:
- liability for unauthorised construction projects
- rights of landowners
- the role of public and local authorities in urban development
- introduction of a private control mechanism
During the first meeting, Anzhelika Livitska presented the main innovations of the urban planning reform. She also answered questions that caused concern among the public, architects and representatives of local authorities, namely:
- can the reform increase the number of unauthorised constructions?
- will illegal buildings be legalised?
- can the control function be performed not only by the state?
- will electronic services be available?
- is there a risk for subjective decision-making processes?
Anzhelika Livitska has over 25 years of experience in advising on real estate and construction issues. She focuses on Ukrainian and European land law, legal due diligence and provides comprehensive legal support for construction projects. She was awarded "Ukraine Lawyer of the Year in Construction" by IBUILD 2021.
