Ukraine launches electronic platform to collect information related to damage to agricultural sector and develops damage determination methodology

Ukraine launches electronic platform to collect information on damage to Ukraine's agricultural sector caused by russia. This tool enables businesses (farmers, farms, agricultural enterprises) to apply and report losses for further reimbursement and compensation.

Types of property that can be recorded as destroyed, stolen or damaged include:

  • land plots
  • infrastructure facilities
  • agricultural machinery
  • trucks and cars
  • stocks of resources
  • equipment and facilities
  • livestock and crop products

Additionally, on 18 May 2022, the Ministry of Agrarian Policy and Food of Ukraine approved Order No.295 (registered with the Ministry of Justice of Ukraine on 30 May 2022 under No.586/37922), which approved the Methodology to determine damage and losses to the land fund of Ukraine as a result of armed aggression of russia.

The document regulates the procedure for determining the damage and losses caused to the land fund of Ukraine as a result of russia's armed aggression, which includes losses of the land fund, as well as related lost profits.

When calculating damage and losses, account shall be taken of:

  • land reclamation costs
  • losses caused to owners (land users) of agricultural land
  • costs for restoration of reclamation areas

The regional and Kyiv City State Administrations are responsible for determining the damage and losses (for the period of martial law – military administrations).

In addition, the methodology defines the information base – an indicative list of documents, data and information that can be used to determine the damage and losses caused to the land fund of Ukraine as a result of russia`s armed aggression.

Earlier, we also reported on the establishment of the State Register of property damaged and destroyed as a result of hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation.
