The Ukrainian Government published tender documentation for the construction of 1.5 GW of new flexible generation capacity
The Order of the Ukrainian Government No. 488-r of 22 May 2026, as amended, sets out the mandatory conditions for a tender designed to attract private capital to the flexible generation capacity sector.
On 02 July 2026, the Commission for the Tender for the Construction of Generating Capacity and the Implementation of Demand-Side Management Measures approved the tender documentation for potential participants.

- 7 July 2026: publication of the tender documentation
- until 26 July 2026 inclusive: acceptance of comments and proposals regarding the documentation
- 29 July 2026: Ukrenergo meeting on the requirements and terms of the contracts
- 8 July 2026 – 6 October 2026: submission of tender proposals in Ukrainian; documents in other languages must be accompanied by a certified translation into Ukrainian (period: 3 months from the date of publication of the documentation)
- The tender has 2 stages:
Stage 1. Qualification of participants (technical part): verification that the participant and the submitted proposal comply with the requirements of the tender documentation
Opening of proposals: 13 October 2026 at 11:00
Drawing up of the minutes: within 30 calendar days of the opening date
Stage 2. Selection of successful bidders (financial stage)
Duration: up to 10 calendar days following the announcement of the pre-qualification results
Participants: qualified candidates only
Criterion: the lowest price per 1 kWh
Selection of the winner: separately for each lot
- Conclusion of the contract with the winner: within 40 calendar days of the decision being published on the Ukrenergo website
- Commissioning: within 20 months of the date of signing the contract with the winner
- Requirements for tender participants
- Eligible to participate:
- business entities that have submitted a proposal in accordance with the requirements of the tender documentation
- Not eligible to participate:
- those subject to sanctions (Ukrainian or international)
- with beneficiaries/owners from the aggressor state
- with the aggressor state participating in the ownership structure
- which have links to companies from the aggressor state
- registered or operating in the temporarily occupied territory of Ukraine

Status: no liquidation, bankruptcy or insolvency proceedings
Management: the director and authorised representatives must have no criminal convictions
Authority: the right to sign a contract for the construction of new generating capacity
Finances: no outstanding debt to Ukrenergo
Documents: the relevant types of activity must be specified in the constituent documents
- Terms of the contract for the provision of services to ensure the development of generating capacity
- Language and format: Ukrainian, strictly in accordance with the draft contract (Appendix to the documentation)
- Financial guarantee: mandatory cash deposit to secure the fulfilment of obligations, payable to Ukrenergo’s account
- 20-month deadline: commissioning of a highly manoeuvrable power station (from 10 MW, type C or D according to the Transmission System Code)
- Installation of engineering protection of power station: construction of reinforced concrete blast-resistant shelters (2nd level of protection: direct hits from UAVs and missile debris), taking into account standard engineering protection solutions for critical infrastructure facilities.
- Technical assessment: obtaining an assessment from Ukrenergo (within 10 days) regarding compliance with the key technical requirements for the extension of the contract by 60 months (payment period)
- Conditions for payments: acquisition of market participant status and confirmation of electricity generation and sale (bilateral contracts, Day-Ahead Market or Intraday Market)
Next steps for interested investors:
- Analyse the tender documentation and the terms of the contract
- Identify a site for the project within the relevant regional lot and define the project parameters
- Confirm the feasibility of constructing the facility and connecting it to the networks
- Find a certified contractor to build a Level 2 engineering protection system for the facility
- Carry out a comprehensive analysis of the gas infrastructure
- Develop a technical and financial model for the project
- Assess whether project complies with the technical requirements set out in the tender documentation
- Prepare financial guarantees
- Submit a tender proposal
