The Guaranteed Buyer announced "green" auctions for 850 MW to be held in September 2026

On 21 August 2026, the "Guaranteed Buyer" announced that it would hold three auctions in September to allocate support quotas for new renewable energy projects with a combined capacity of 850 MW. The auctions will be conducted in accordance with the Procedure approved by Resolution No.1175 of the Cabinet of Ministers of Ukraine dated 27 December 2019.

Auction participant requirements

  • Eligible participants:

-          сompanies registered in Ukraine that have submitted bids in accordance with the auction documentation requirements

  • Companies not eligible to participate:

-          subject to Ukrainian sanctions

-          beneficiaries/owners from the aggressor state

-          participation of the aggressor state in ownership structure

-          links to companies from the aggressor state

Technical requirements for Solar + BESS

The BESS capacity must be at least 80% of the total installed capacity of the generating units, while its energy storage capacity must be at least 2 kWh per 1 kW of installed solar generation facility capacity.

Time intervals have been determined from 00:00 to 11:59 and from 14:00 to 23:59, when the auction winner will be entitled to support.

Auction guarantees

The bid security and performance security under the agreement must be provided to the Guaranteed Buyer in the form of a bank guarantee or financial security (a guarantee deposit to a current account, or an escrow account).

The financial security must be provided in the hryvnia equivalent at the official exchange rate of the National Bank of Ukraine as of the date of funds transfer.

The amount of the bank guarantee or financial security is as follows:

-   participation in the auction: EUR 5/kW of the declared capacity

-   performance of obligations: EUR 10/kW

-   additional security: EUR 10/kW

of the capacity in respect of which the right to support has been acquired.

Project implementation timelines and grid connection requirements

  • 18 months for solar generation facilities (including Solar + BESS)
  • 36 months for facilities using other types of alternative energy sources
  • 42 months for facilities using other types of alternative energy sources, if the service agreement was concluded during martial law

The winner must, no later than 12 months from the date of conclusion of the agreement, provide the Guaranteed Buyer with a grid connection agreement together with the technical conditions or a capacity reservation agreement.

Deviation of the actual capacity of an energy facility

Construction of a facility with installed capacity differing by no more than 10% from the capacity in respect of which the winner acquired the right to support is not considered a violation.

Project implementation regions

Winning projects under all three auctions may be implemented in 13 regions of Ukraine – Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Cherkasy and Chernihiv regions – as well as in the city of Kyiv.

Participation is not available for territories where active hostilities are ongoing or temporarily occupied territories for which no date has been determined for the end of hostilities or temporary occupation.

What this means for business:

  • Guaranteed long-term support: a transition from fixed income to a market premium mechanism. Investors sell electricity on the market, and the government guarantees to compensate for the difference between the market price and the price set at auction for a period of 12 years.
  • Priority for wind generation, as it is more stable and less dependent on the time of day compared to solar generation
  • Launch of Solar + BESS projects: an opportunity for businesses to test a battery-based model within a separate auction with lower competition and special conditions
  • Incentive for enterprises to enhance energy independence
  • Priority and improved efficiency of power system balancing
  • Scaling up the renewable energy market
  • Freedom to choose the location: construction in region of Ukraine with a better security situation or more convenient grid connection
  • Risk mitigation: the possibility to diversify assets and invest in regions with lower levels of wartime threats, which is critical for insuring facilities and attracting financing
  • Facilitating decentralisation: enterprises in different regions of the country may now apply for support, creating autonomous energy hubs where they are most needed for production
  • Equal conditions: competition at auctions becomes more transparent, as all market players now have access to quotas regardless of the location of their sites

The auctions will be held in the Prozorro.Sale electronic trading system.

The launch of the auctions is a strong signal to the market: scaling up the renewable energy market with state support through the market premium mechanism serves as an incentive for building new generation capacity, attracting private investment, and developing a decentralized power grid with self-sufficient communities.
