Tetiana Tyshchenko, Partner at Asters, participated in the Federal Small Business Conference (SBC-2025), organised by the Society of American Military Engineers (SAME), one of the key annual events for the federal engineering, construction, and defence sectors. The conference brought together more than 5,000 participants, including representatives of U.S. federal agencies, the U.S. Army Corps of Engineers, business entities, contractors and technology companies.

The U.S. Army Corps of Engineers is one of the key U.S. government institutions responsible for the planning, construction, and restoration of critical infrastructure, including in complex security and post-conflict environments. For this reason, cooperation with the Corps is of strategic importance for Ukraine, both in the defence sector and in the context of the country’s future recovery and reconstruction.

During the conference, the Ukrainian delegation held working meetings with the leadership of the U.S. Army Corps of Engineers, including Lieutenant General William Graham, as well as with representatives of regional commands and U.S. business entities. Discussions focused on the key challenges of Ukraine’s recovery, including the construction of defensive structures, humanitarian demining and the protection of critical infrastructure facilities.

A particular focus was placed on capacity building, including the training and professional development of Ukrainian specialists in the fields of design, construction and technical supervision. This area is viewed as the foundation for building a sustainable national capacity to deliver large-scale infrastructure projects in the post-conflict period.

Following the meetings, the parties confirmed their mutual interest in further cooperation and the development of joint initiatives in the field of Ukraine’s recovery and reconstruction.
