Asters' Partner Tetiana Tyshchenko moderated a joint meeting of the American Chamber of Commerce in Ukraine (AmCham) leadership and the Security & Defence Committee members on defence procurement policy.

During the event, Arsen Zhumadilov, Director of the Defence Procurement Agency (DPA), shared important developments within the DPA, emphasizing efforts to accelerate processes and facilitate the integration of international companies into Ukraine’s defence procurement system.

The participants also discussed the following important issues for the sector:

  • DPA’s priorities for 2025, focusing on streamlining procurement processes and expanding international partnerships
  • steps to become a supplier for the Armed Forces of Ukraine (AFU), including security and legal compliance requirements
  • the framework for battlefield testing, namely how to improve the legal structure to allow private companies to participate in testing with the AFU
  • "fast-track" procedures and how the DPA can quickly adjust procurement priorities if urgent operational needs arise, and whether there are special mechanisms for fast-tracking procurement
  • interaction with the Ministry of Defence of Ukraine and the Logistics Forces Command to ensure procurement is coordinated within the military's operational needs
  • the role of the DPA in enhancing transparency and efficiency in defence procurement, especially during wartime
  • simplification of AML (Anti-Money Laundering) procedures to ease payments for defence contracts
  • attracting foreign companies into the defence sector through clearer and more transparent regulations.

Member of Verkhovna Rada of Ukraine and Deputy Chairman of the Committee on National Security, Defence and Intelligence Yehor Cherniev, who contributes significantly to the development of Ukraine's defence policy, also participated in the meeting.

The event also gathered representatives from defence companies currently operating in the Ukrainian market, the Government Office for the Coordination of European and Euro-Atlantic Integration, the Anti-Corruption Council under the Ministry of Defence of Ukraine, Transparency International Ukraine, the U.S. Embassy in Ukraine, and the Embassy of Canada to Ukraine, who play a vital role in shaping defence policies and strengthening cooperation in defence procurement.
