Asters' Senior Associate Tetiana Popovska spoke at the VIІІ National Course on Anti-Corruption Law, organised by ELSA Kyiv on 3 June 2026.

Opening her presentation, “Plea Agreements in Corruption Cases: The Legal Transformation of 2024–2025,” she noted: “Corruption is one of the main forms of economic offences and is expressed through the unfair distribution of state resources under the influence of private interests. Its destructive impact is felt throughout the world. Combating corruption and building an effective anti-corruption system is particularly urgent for Ukraine.”

She also spoke about:

  • the concept of a ‘corruption offence’ and its characteristics
  • the Law of Ukraine No. 1698-VII, which, in particular, significantly increased criminal liability for corruption offences and the established practice of circumventing it
  • the 2024–2025 reform, introducing a number of changes including the possibility to impose more lenient penalties for corrupt officials and release them from serving the sentence on probation (Law No. 4033-IX)
  • the procedure for plea agreements in the High Anti-Corruption Court and their role in the anti-corruption justice system
  • the peculiarities of penalties for individuals who have entered into a plea agreement and the new scale of fines in such cases, etc.
