Asters' Partner Andrew Mac joined the panel discussion "So You Want to Invest in Reconstruction: An Investment Simulation" within 120th Annual Meeting of the American Society of International Law. The event, that took place on 22-25 April 2026, gathered the leading legal experts to discuss the most topical issues in professional and business worlds.

This panel brought together public‑ and private‑sector leaders to discuss the challenges and opportunities of investing in post‑conflict reconstruction. The participants highlighted key decision points, identify common stumbling blocks, and examine current policy proposals and instruments designed to bridge the gap between investors and reconstruction needs.

They mentioned that reconstruction in Ukraine, and even during an ongoing war, demands massive, sustained investment. The World Bank estimates the cost of rebuilding the country at $588 billion. While international support for reconstruction and recovery remains strong, channeling investment into conflict‑affected and post‑conflict jurisdictions continues to face significant commercial and legal challenges. These include elevated risk premiums, limited coverage from export credit agencies, complex domestic rules on investment eligibility and compliance, and misalignment between local authorities and multilateral development banks in procurement practices. In response, innovative investment mechanisms are emerging to unlock capital for these high‑risk environments, in some cases even while war persists.
