Mr. Antonenko joined Asters back in 2003 and after a break re-joined the team in 2018 as Of Counsel.

In 2015, he headed the Registration and Licensing Department of the National Bank of Ukraine; in 2016, Leonid was elected a member of the Kyiv City Council and became Chairman of the Permanent Commission on Municipal Property. In 2014-2015, he held the position of Chairman of the Corporate Law and Stock Market Committee of the Ukrainian Bar Association.

Leonid has almost 20 years of experience in legal practice.

  • advising banks, financial companies and their owners and managers on a wide range of regulatory issues, in particular, mergers of banks, acquisition of significant participation in banks, bank capitalization, appointment of bank managers, restoration of business reputation, obtaining general licenses for foreign exchange operations, licenses for transfer of funds, licenses for the provision of other financial and related services;
  • advising on operations with troubled banks assets and debt restructuring procedures;
  • advised the Council of Europe on drafting legislation on transparency of media ownerships;
  • led teams of Ukrainian lawyers in a number of M&A projects in financial sector.

Holding the position of Head of the National Bank's Department, Mr. Antonenko authored new licensing rules for banks and foreign currency traders governing the access of individuals and capital to the market of banking and currency exchange services (2015, 2016).

As Chairman of the Corporate Law and Stock Market Committee of the Ukrainian Bar Association, Mr. Antonenko became the author of the new Concept of Corporate Law Reform (2014), advised parliamentary groups on the corporate law reform section of the Coalition Agreement, and actively participated in the drafting and adoption of draft laws for the implementation of the Coalition Agreement (2014-2017).

As a member of Kyiv City Council on voluntary basis, Mr. Antonenko makes a significant contribution to reforming the policy of privatization and lease of municipal property, as well as corporate governance policy at state and municipal enterprises; he is the author of more than a hundred amendments to the Law "On Privatization of State and Municipal Property" (2018).
